The literal words of the KJV Bible
The Bible Isaiah 32:5-8 praises liberals and sets apart the liberal from a vile person or churl. The King James definition of liberal is, therefore, a generous person and the opposite of a churl. In modern English parlance, a person who is the opposite of a liberal is called a conservative, literally one whose heart is hardened to others.
The vile person shall be no more called liberal, nor the churl said [to be] bountiful. For the vile person will speak villainy, and his heart will work iniquity, to practice hypocrisy, and to utter error against the LORD, to make empty the soul of the hungry, and he will cause the drink of the thirsty to fail. The instruments also of the churl [are] evil: he deviseth wicked devices to destroy the poor with lying words, even when the needy speaketh right. But the liberal deviseth liberal things; and by liberal things shall he stand.

In other words, the King James Bible says that a liberal is someone who is good-hearted, not evil, and does not speak villainy, work iniquity, practice hypocrisy, or utter error against the LORD to empty the soul of the hungry and cause the drink of the thirsty to fail.
Then, what does it mean to be a non-liberal — a churl, aka a ‘conservative?’
Descriptions of a churl apply to people we call conservative in modern English. In Isaiah 32:5 churl means a deceiver, someone who is dishonest in their dealings; in 1 Samuel 25:3 , the adjective churlish denotes a man who is coarse, crude and ill-natured, or, as the word literally means, “hard.” The same Greek word was used by the LXX version, found in Matthew 25:24 , where it is rendered “hard.”
